Title III - Early Childhood literacy (PM - April 15, 2024)




Title III, Part A of the Elementary and Secondary Education Act (ESEA), as reauthorized under the Every Student Succeeds Act (ESSA), aims to ensure that English learners (ELs) and immigrant students attain English proficiency and develop high levels of academic achievement in English. Title III will also assist all English learners meet the same challenging State academic standards that all children are expected to meet.

The purpose of the Title III Early Childhood Education for emergent bilingual students is to provide educators support for young students whose primary language is not English. Early childhood education for young emergent bilingual students is critical for language and literacy development. Thus, preschool programs must purposefully design instruction and include home-school connections specifically for young emergent bilingual students.
