Texas SB 1964 and the Texas Department of Information Resources (DIR) have established a statewide framework for the responsible procurement, deployment, oversight, and use of artificial intelligence by governmental entities, providing Texas school systems with a roadmap for implementing AI in a manner that is transparent, ethical, secure, and aligned with organizational goals. District leaders, technology leaders, and educators play a critical role in translating these requirements into practice. This session begins with a practical overview of SB 1964 and DIR guidance, including transparency and disclosure expectations, governance standards aligned to DIR rulemaking and the NIST AI Risk Management Framework, AI training requirements, and special considerations for higher-risk "heightened scrutiny" AI use cases that may influence consequential decisions.
Participants will then move from compliance to strategy through a guided, district-ready design process to develop an AI Governance Blueprint aligned to the structure and intent of SB 1964 and DIR standards. Attendees will identify and map the key components needed to operationalize responsible AI use, including governance and decision rights, acceptable use, transparency practices, professional learning, risk management, vendor and procurement considerations, and continuous review and improvement processes. By the end of the session, district teams will leave with a clear roadmap, actionable next steps, and a strategic framework for aligning vision, governance, and innovation to support responsible AI implementation across their school systems.
