The SB1964 Artificial Intelligence Blueprint: Aligning Vision, Policy, and Framework




Texas SB 1964 establishes a statewide governance framework for the responsible procurement, deployment, and use of artificial intelligence by governmental entities—an approach with direct relevance for Texas school systems as they adopt AI-enabled tools and services. District leadership, technology leaders, and educators are central to translating these expectations into operational practice. This session begins with a practical overview of SB 1964, including the core concepts that drive implementation (e.g., transparency/disclosure expectations, governance standards aligned to DIR rulemaking and the NIST AI Risk Management Framework, and special considerations for higher-risk “heightened scrutiny” use cases that influence consequential decisions).

Participants will then move from compliance to strategy through a guided, district-ready design process to develop an AI framework aligned to the law’s structure. Attendees will map the governance components districts need to operationalize respon
