Which Way to Child-Find? Deciding Between IDEA and ยง504 Referral

In all disability areas except Dyslexia, staff faced with students with potential disabilities who are experiencing difficulties in school will have to decide whether a referral should follow the §504 or special education pathway. Making sound referral pathway decisions is critical in complying with the child-find obligations of §504 and IDEA. This session will address how to make the referral pathway decision by examining the nature and severity of the student's presenting difficulties to determine if the student needs some accommodations and light services or in fact needs true special education services. Usually, the issue turns on the depth and severity of the student's problems in school.
Cases will serve to illustrate how districts have gotten this question right and wrong so we can draw useful practical lessons to take back to our campuses.
