Migrant ID&R - Identification and Recruitment
2022-23 Annual ID&R Certification Course




Identification and Recruitment Annual Certification TEA training is mandatory for all Migrant Recruiters and Eligibility Reviewers completing and approving the Certificate of Eligibility.  It is also recommended for all migrant education program staff members.  Training content includes the Texas MEP ID&R Manual for the identification and recruitment of migrant children, supplemental activities, and post test.

Important Session Information:


ESC Region 19 is responsible to train and provide technical assistance to LEAs with migrant projects regarding ID&R requirements, policies and practices. All recruiters and Designated State Education Agency (SEA) Reviewers must complete the annual ID&R training as provided by the State.  LEAs will receive updates on the most recent ID&R changes.

LEAs receiving MEP funds must follow the requirements established in the ID&R manual for:

  • identifying and recruiting eligible children year-round
  • completing the appropriate documentation (written and electronic):
  • contributing to high standards of quality controls; and
  • building relationships within and among communities, their institutions, and migrant workers and their families
