The Education Service Center-Region 19 is proud to host the 4th Annual Effective Border Schools Conference in collaboration with Region One Education Service Center. This conference showcases effective practices in Bilingual and English as a Second Language programs as well as best practices for school leaders to help Lead the Learning in our schools and districts. There will be national, state, and local presenters who are experts in the field of bilingual and bicultural education.
This year's theme is Leading the Learning: Changing the Narrative for English Learners.
Keynote Speakers include:

- Dr. Barbara Kennedy - TEA EL Support Director
Intended Audience: Superintendents, District Directors, School Administrators, K-12 Bilingual/ESL/Core Curriculum/Special Education Teachers, Parent Liaisons, and Paraprofessionals.
This conference aligns to the Texas Principal Evaluation & Support System (T-PESS) and the Texas Teacher Evaluation & Support System (T-TESS).
